HyHaul Avonmouth Hydrogen Refuelling Site Consultation

HyHaul is helping to deliver the UK’s first green hydrogen refuelling corridor — supporting the transition to zero-emission heavy goods transport. 

We are currently exploring the development of a green hydrogen refuelling site in the Avonmouth area, supporting local businesses, logistics, and the region’s goal to reach net zero emissions. 

This website provides background on the proposals and how you can share your views. 

What are we proposing?

We are proposing to develop new hydrogen refuelling infrastructure within the Avonmouth/Severnside industrial area to support the decarbonisation of Heavy Goods Vehicles (HGV) and commercial transport along the M4 corridor. 

The site comprises  a hydrogen refuelling station designed specifically for use by large vehicles, equipped with:

  • A refuelling facility for hydrogen powered vehicles and hydrogen fuel cell powered electric HGV vehicles 
  • Associated plant and machinery to store, manage and dispense hydrogen
  • Staff welfare building comprising of an office, kitchen and toilet facilities 
  • Secure parts container 

The station will operate in a similar manner to existing commercial fuel stations, allowing HGV’s and other compatible vehicles to refuel quickly and efficiently using green hydrogen. 

The site has been strategically selected within established industrial areas with excellent access to the motorway network, ensuring minimal impact on residential properties while helping local businesses transition toward cleaner, zero-emission transport. 

Why Green Hydrogen? 

Green hydrogen is produced through electrolysis, using renewable electricity — such as wind or solar — to split water into hydrogen and oxygen. By using carbon-free electricity the hydrogen is produced without greenhouse gas emissions.  

When used in a hydrogen fuel cell vehicle, the only emission is water vapour. 

This means: 

  • No carbon emissions at the point of use 
  • Rapid refuelling (comparable to diesel) 
  • Ability to support long range travel, ideal for HGVs and buses 
  • Supports clean growth and energy security 

By deploying hydrogen infrastructure now, we can ensure the West of England is ready for the next generation of clean transport.

SITE

Chittening Road, Bristol City Council

The application site covers an area of approximately 1.7 hectares and is located within an industrial area of Avonmouth and Lawrence Weston, adjacent to the Chittening Industrial Estate.

North of the site is Stuppil Rhine, running along the northern boundary of the site, while an existing waste management facility occupies the land directly to the south of the application site.

Chittening Road (A403) runs along the eastern boundary of the site, beyond which is a drainage pond related to Stuppil Rhine, as well as a mixture of industrial and farmland.

    NEXT STEPS

    We are in the process of collating information in advance of submitting a planning application. Once we have received and analysed feedback from the consultation, we will consider your points in the context of the finalised proposal. 

    We hope to receive a decision from the local planning authority on the application in coming months, and would then look to begin construction in spring 2026.
